Town Charter, Codes and Ordinances

The Town of Yarmouth operates under a Town Meeting- Town Council- Town Manager form of government established in a Town Charter enacted in 1965 by the Maine Legislature.  The major policies and “laws” of the Town are adopted in the form of Ordinances, and which are part of the Town Code.  Amendments and new ordinances may be initiated by the Town Council or by petition of voters. The Town Charter may be amended by vote of Town residents and amendments can be introduced by either the Town Council or by petition of the voters.

The Town of Yarmouth is governed by a seven-member Town Council, which is elected at large for staggered 3-year terms. 

The Yarmouth School District is governed by a seven-member School Committee elected at large for staggered three-year terms. 
 
The Comprehensive Plan Steering Committee will support the Department of Planning & Development and North Star Planning in the preparation of an update to the 2010 Comprehensive Plan. The Comprehensive Plan Steering Committee is tasked with:  
  • Provide direction to the Department of Planning & Development and the selected consultant in the preparation of the Comprehensive Plan update; 
  • Participate in the development and review of the inventory and analysis of existing conditions in various topic areas; 
  • Participate in the public engagement program; 
  • Along with the general public, refine the vision statement; 
  • Participate in the development of policies, goals, and strategies, and the future land use plan; 
  • Participate in the development of the implementation program; and 
  • Participate in the public presentation of the final draft comprehensive plan.
